What are the plans for CSP’s resin plant? 
If you are familiar with resin, you certainly hope there will be no plant with such damaging consequences and pungent odors as a resin plant would bring.
A resin plant was built in Haldimand, Canada, much to the objection of the people living in that community, but it was built anyway. Benzene, a cancer causing chemical, was identified shortly after the plant was built in 2007 and now, after 20 years, they have a deserted building. The residents worry about flammable material and other unknown substances which remain inside the building. The liquid waste from the plant, deposited in the landfill by the same company may be contaminating the water with benzopyrene.
The Canadian Sand & Proppant Conditional Use Permit was accepted with the resin plant by the City Council in the original CUP, but no one seems to have referred to it. The Mayor has said a few times, there would be none.  He obviously did not realize it was in the CUP.  I would ask the City Planning Commission to throughly investigate the CUP again, because, certainly, they would not want a plant such as that so close to the population. Whether they say they will not build a resin plant or not, the possibility is there in the CUP.
When asked about the resin plant on a radio program, Mr. Stone seemed to be reticent to say whether there would be one or not, then said, that maybe they would use a “polymer”, then seemed not to know for sure, and left it there.  When we mention resin, think of turpentine, varnish, glue, and adhesives. Resins could be formulated into polymers, making a synthetic resin. Synthetic polymers are “plastics”, like polyethylene and nylon.
Can CSP sell their product without coating it with something?  The information I have indicates that the sand particles must be coated in order to be used in extracting oil from the wells.  So, would the sand be worth shipping without the final process?   
The citizens of Chippewa Falls have ideal water quality, air quality and living conditions. Do they really want to destroy that? If the sand plant is built, in order to get naturally good living conditions, do the citizens want to be on the backs of the sand plant, and the backs of city officials every day to rectify the damage done to them?
