08-RAF-226 PD.pdf = our preliminary determination, which contains the emission data, air quality impact analysis (dispersion modeling), and rule/regulation applicability determinations.
08-RAF-226 draft permit.pdf = the draft air pollution control permit, specifically outlines each applicable air standard, how the facility will demonstrate compliance with that standard, and records or testing requirements.
PARTII-CON.doc = this is the second 'part' of the draft permit, and accompanies all construction permits, as it contains more general type requirements that apply to any facility (not source specific).
